On December 1, 2009, the High Energy Accelerator Research Organization (KEK) issued a statement and solicited your opinions with regards to the recent recommendations by the Public Budget Review by the Japanese Government, concerning the next fiscal year's budget allocation. The recommendation, if literally followed, could lead to a significant cut in Japan's renowned research programs, including those hosted by KEK in the areas of elementary particle physics, astrophysics, material and life sciences. Before the deadline of December 10, we have received 726 contributions from those in Japan and from 25 overseas countries. We would like to take this place to express our sincere appreciation of your valuable time and opinions.
We found it encouraging that the overwhelming majority of contributors expressed a positive opinion on the past and present research programs at KEK, placing a high expectation in our future efforts. Many of you have pointed out that investment on the basic science is vital to the national growth, and should be continued. There are concerns that, if the budget cut becomes a reality, Japan would face a deterioration of the quality of scientific studies, reduced career opportunities for young researchers, and other numerous negative effects eventually leading to a decline of the nation through hampered scientific and technical competitiveness. Some of you also pointed out that efforts should be continued so as to further optimize our activities by trimming expenses and eliminating duplications in our science projects, and that KEK should maximally improve its accountability and clearly communicate its scientific goals with a wide range of members in the society.
We at KEK are determined to refresh our awareness and responsibilities as an inter-university research institute run by the taxpayer's money. We will work even harder to facilitate our world-class research effort, support inter-university activities, and help educate the members of our next generation. We will also strive to fulfill our accountability by strengthening the public relations and outreach activities. Your opinions will be submitted to our funding agencies to and the board of the Public Budget Review for their examination of the budget policy issues in good perspective.
