He3 captures a proton to emit the energetic neutrino in the solar burning process. And He3 captures a neutron and emits a photon. They are comparable to the deuteron formation by p+p and p+n. These processes are calculated by means of Effective Chiral Perturbation Theory which is practical albeit strong and weak points. In addition, I will give a brief introduction to the science policy of new government in Korea.
