Because of the recent exciting results in neutrino physics,
there is interest in building much higher intensity neutrino sources. One option is a Neutrino Factory based on a muon storage ring. Several
designs for a Neutrino Factory require reducing the emittance of the muon beam before it is accelerated. I will discuss the International Muon Ionization Cooling Experiment (MICE), which will demonstrate that this emittance reduction can be achieved. The experiment is a
global collaboration, including groups from Japan, Europe and the US. The collaboration is currently submitting a proposal to the Rutherford-Appleton Laboratory in the UK.
